DAVID L. MCPHAIL is an Associate in the firm's Energy Practice Group. Mr. McPhail’s practice involves the representation of energy and public utility companies in a wide variety of matters such as: - Proceedings before the Federal Energy Regulatory Commission (FERC) involving rulemakings, electric industry structure, electric transmission service agreement disputes, ancillary and support service arrangements, interconnection agreements and reliability issues.
- Reliability matters involving FERC, the North American Electric Reliability Corporation (NERC), and Regional Entities.
- Proceedings before the Alabama Public Service Commission (APSC) involving electric rate issues and the Energy Policy Act of 2005.
- State and Federal energy policy matters.
