Prior to joining Balch, Ellen obtained her LL.M. in environmental law from Vermont Law School, currently ranked as the nation's top environmental law program.

  • What do you see on the horizon in your area of practice?

    Environmental law has a wide array of rules and regulations that are constantly changing, which limits the accuracy of most predictions. What is certain is that the environmental law field will see great change in the next few decades based on both the diversification of the nation's energy sources and a regulatory scheme that continues to grow in size and complexity.

  • Permit Issuance: Assisted client in renewing U.S. Army Corps of Engineers (ACOE) permits under Section 404 of the CWA and Section 10 of the River Harbors Act (RHA). (2016) 
  • Enforcement Defense: Assisted in defense of client from EPA enforcement under Section 112 of the CAA. (2016)
  • Bankruptcy: Assisted client in assessing debtor's remaining environmental obligations under CERCLA  after bankruptcy filing. (2015-2016)
  • Permit issuance: Assisted client in making decision whether to obtain ACOE dredging permit along a regional river. (2015)
  • Landlord Liabilities: Assisted client in understanding the extent of landlord obligations for mold under state law. (2015)
