  • What previous experiences, prior to your work at Balch, influence your practice?

    While in law school, I clerked for the EPA’s Air Enforcement Division, and handled matters related to new source review and marine vessel emissions. Prior to that, I worked with former U.S. Senator Richard G. Lugar, researching and preparing briefs on pending federal legislation. While living in Washington, DC, I also worked at a government relations firm where I assisted in the execution of a major grassroots effort resulting in over 300 members of Congress co-signing a policy letter to President Obama.

  • What do you see on the horizon in your area of practice?

    Environmental protection continues to be a hot topic in public policy. Clean air concerns, for example, have driven major regulatory programs to cut greenhouse gas emissions. These initiatives are taking place amid new challenges for power generation, and have prompted industry, government, and the public to accommodate to a variety of compliance strategies.

  • New Source Review (NSR): Collaborate in the organization and execution of compliance strategies for modification projects at electric generating units.
  • Cross-State Air Pollution: Assist in developing responses to upwind emission limits imposed through rulemaking under the "good neighbor" provision of § 110 of the Clean Air Act (the “good neighbor” provision).
  • Clean Power Plan: Assist in developing industry challenges to EPA's greenhouse gas rules for new and exist existing sources under §§ 111(b) and 111(d) of the Clean Air Act.
  • Lobbying Disclosure: Update and maintain compliance guidance on federal requirements pertaining to lobbyist registration and reporting under the Lobbying Disclosure Act.
  • State Ethics Compliance: Develop comments and advisory opinion requests for organizations seeking guidance from the Alabama Ethics Commission on lobbying activities.
