WILLIAM A. GRAHAM, JR. is an Associate in the firm's Energy Practice Group.  His practice is focused on the representation of the owners, operators and purchasers of electric transmission facilities, with special emphasis on electricity regulation and policy.  He also has experience representing and advising telecommunications providers in various regulatory matters. 

 

Representative Experience

  • Contract negotiation involving transmission-to-transmission and transmission-to-generation interconnection arrangements.
  • General representation of owners and operators of electric transmission facilities in proceedings before the Federal Regulatory Energy Commission and in associated appellate court proceedings involving electric industry structure, transmission service rate design, electric wholesale market manipulation and the interconnection of merchant generating plants.
  • Representation of owners and operators of electric generating facilities in enforcement proceedings involving Clean Air Act and New Source Review regulations.
  • Representation of owners and operators of electric transmission facilities in rulemaking proceedings before the Federal Energy Regulatory Commission on matters related to the Commission's new Standards of Conduct and the standardization of Available Transfer Capability calculations.
