WILLIAM A. GRAHAM, JR. is an Associate in the firm’s Energy Practice Group. His practice is focused on the representation of owners, operators and purchasers of electric transmission and distribution facilities, with special emphasis on regulatory compliance and policy. He also has experience representing and advising clients on matters related to Federal and State electric utility issues, including open access transmission tariff issues, the negotiation and development of a variety of transmission and distribution agreements, appellate proceedings before the Federal Courts of Appeals and before the Federal Energy Regulatory Commission, including rulemakings, rate filings and reliability matters.

General representation of owners and operators of electric transmission facilities in rulemaking and adversarial proceedings before the Federal Energy Regulatory Commission and in associated appellate court proceedings involving electricity market structures, transmission service rate design, the Standards of Conduct and Code of Conduct, electric wholesale market manipulation and the interconnection of merchant generating plants.

General representation and contract drafting and negotiation involving the provision of transmission service and transmission-to-transmission and transmission-to-generation interconnection arrangements.

Contract drafting and negotiation related to third-party attachments to utility poles and local licensing issues arising with respect to technology and installation of equipment and software related to electrical consumption.

Working knowledge of nuclear licensing issues.
