FERC Issues Order No. 713-A Approving Transmission Loading Relief Reliability Standard

On March 19, 2009, FERC issued Order No. 713-A, which approves Reliability Standard IRO-006-4, Reliability Coordination – Transmission Loading Relief.  Reliability Standard IRO-006-4 was initially submitted to FERC as part of NERC’s September 11, 2008 compliance filing, which NERC submitted in compliance with the Commission’s Order No. 713.  Specifically, Order No. 713-A finds that NERC has (1) appropriately removed the business practices formerly in Reliability Standard IRO-006-4 and transferred responsibility for the development of such business-related practices to the North American Energy Standards Board (NAESB); (2) included in Reliability Standard IRO-006-4 sufficient warning that the transmission loading relief (TLR) procedure is an inappropriate and ineffective tool to mitigate interconnection reliability operating limit (“IROL”)  violations; and, (3) satisfactorily identified available alternatives to mitigate an IROL violation.  To read the full text of the Commission’s order, click here.
