On March 11, 2009, NERC submitted proposed Reliability Standard BAL-004-1, Time Error Correction, to FERC for approval. Proposed Reliability Standard BAL-004-1 was approved by the NERC Board of Trustees on March 26, 2008 and, once approved by FERC, will supersede the existing Commission-approved BAL-004-0 Reliability Standard. The principal purpose of the changes reflected in proposed Reliability Standard BAL-004-1 is to ensure that Interconnection Time Monitors, who undertake to perform that task on a voluntary basis on behalf of the entire Interconnection, will continue in that role during the time NERC and the industry are considering, through the standards development process, significant changes in how to manage Time Error Correction.
