NERC Submits Amendments to Rules of Procedure Appendices 3B and 3D for FERC Approval

 On June 13, 2011, NERC submitted for FERC approval proposed amendments to Appendix 3B (Election Procedure for Members of NERC Standards Committee) as well as changes to the Registered Ballot Body Criteria, to be re-incorporated as a new Appendix 3D, as approved by the NERC Board of Trustees during its May 2011 quarterly meeting in Arlington, VA.  The stated purpose of the Appendix 3B amendments is to eliminate potential conflicts of interest for elected officers of the Standards Committee, to increase the likelihood that Canadian representatives are familiar with Canadian issues, and to shorten vacancies on the Standards Committee.  With respect to Appendix 3D, NERC had inadvertently excluded the Registered Ballot Body Criteria when it filed the new Standard Processes Manual (now Appendix 3A), approved by FERC on September 3, 2010.  This filing would correct that error by re-including the Registered Ballot Body Criteria as new Appendix 3D.
