NERC Submits Supplemental Filing to Compliance Filing in Response to Order on VSLs and VRFs Proposed by the ERO

On February 15, 2013 in Docket Nos. RR08-4, RR08-19, RM09-9, RM09-19, etc. , NERC submitted a follow-up filing to its December 1, 2010 VSL Filing 2, providing further changes to proposed Violation Severity Levels (“VSLs”) and Violation Risk Factors (“VRFs”) for NERC Reliability Standards.
After review of the VSL Filing 2, NERC staff identified a need for additional modifications to VSLs in 23 Reliability Standards in order to ensure consistency with FERC VSL guidelines. Additionally, NERC staff identified certain VRF and VSL assignments for which FERC deferred action that required either modification or additional justification.
