Request for Comment on Foreign Ownership of Commercial Nuclear Power Plants

The NRC has requested stakeholder input on the issue of foreign ownership, control, or domination (FOCD) of commercial nuclear power plants in order to include select proposals in a voting paper for Commission review and approval. This is a result of an increased number of licensing actions submitted to the NRC for review where FOCD related issues arose. The Commission wants comments on the limitations placed on FOCD by the Atomic Energy Act Section 103d and the potential for addressing licensing actions involving FOCD while still satisfying statutory objectives. Comments addressing how broadly or narrowly “ownership” should be construed and how to apply that definition are requested as well. Comments are due by August 2, 2013.
