FERC Issues Order No. 789 on Approving Regional Reliability Standard BAL-002-WECC-2 (Contingency Reserve)

On November 21, 2013 in Docket No. RM13-13, FERC issued Order No. 789, which approves regional Reliability Standard BAL-002-WECC-2 (Contingency Reserve), the associated VRFs, VSLs, implementation plan, effective date proposed by NERC and WECC, the retirement of BAL-STD-002-0 (Operating Reserves), and the removal of "Non-Spinning Reserve" and "Spinning Reserve" from the NERC Glossary of Terms. The WECC regional Reliability Standard applies to balancing authorities and reserve sharing groups in the WECC Region and is meant to specify the quantity and types of contingency reserve required to ensure reliability under normal and abnormal conditions.
