FERC Issues Order Addressing WECC’s Proposal to Establish and Independent RC for the Western Interconnection

On December 6, 2013, in dockets EL13-52, RR13-10 and RR123-12, FERC issued an order addressing three filings concerning the Western Electricity Coordinating Council's (WECC's) proposal to establish an independent Reliability Coordinator (RC) for the Western Interconnection, known as Peak Reliability, that would be funded under section 215 of the Federal Power Act. In the order, FERC denies EEI's request for rehearing of the Declaratory Order. Additionally, FERC conditionally accepts NERC's proposed amendments to the NERC-WECC Delegation Agreement and directs a compliance filing, and FERC  conditionally accepts WECC's petition for approval of Peak Reliability governance documents and directs a compliance filing.
