NERC Files Petition for Approval of PRC-005-3 (Protection System Maintenance)

On February 14, 2014, NERC filed a petition for FERC approval of proposed Reliability Standard PRC-005-3 regarding Protection System Maintenance.  NERC also proposes one new (Automatic Reclosing) and five revised definitions (Unsolved Maintenance Issue, Segment, Component Type, Component, and Countable Event), the implementation plan for PRC-005-3, and the Violation Risk Factors ("VRFs") and revised Violation Severity Levels ("VSLs").  Among other revisions, NERC responds to FERC directives in Order No. 758 to expand applicability to include reclosing relays that can affect the reliable operation of the BPS.
