NERC Submits Reply Comments in BES Phase 2 Proceeding

On February 3, 2014, in Docket No. RD14-2, NERC submitted reply comments in response to comments submitted by the Electricity Consumers Resource Council, American Forest & Paper Association, Council of Industrial Boiler Owners and American Fuel & Petrochemical Manufacturers (collectively, “ELCON”), First Wind Holdings, LLC Wind Holdings, LLC (“First Wind”), and the American Wind Energy Association (“AWEA”).  In the reply comments, NERC responds to protests regarding Note 2 of Exclusion E1 (Radial Systems) and regarding Inclusion I4 (Dispersed Power Producing Resources) of the proposed Phase 2 BES definition.  NERC requests that FERC approve the proposed definition without modification, and that it issue an order no later than March 31, 2014.
