NRC Amends Licensing, Inspection, and Annual Fees Rule

The NRC is amending the licensing, inspection, and annual fees charged to its applicants and licensees. These amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990, as amended, which requires the NRC to recover through fees approximately 90 percent of its budget authority in Fiscal Year (FY) 2014, not including amounts appropriated for Waste Incidental to Reprocessing, amounts appropriated for generic homeland security activities, and Inspector General services for the Defense Nuclear Facilities Safety Board. These fees represent the cost of NRC services provided to applicants and licensees.

The final rule will raise the current hourly rate from $272 to $279 for FY 2014, revise flat rate license application fees in 10 CFR 170.21 and 170.31 to reflect the new hourly rate, and increase proposed annual fees for operating reactors, research and test reactors, materials users, and uranium recovery facilities while annual fees would decrease for others, including spent fuel storage facilities and fuel facilities.
