FERC Denies Request for Rehearing and Remand of Order 797

On October 16, 2014, in Docket No. RM14-1, FERC denied the Foundation for Resilient Societies’ request for rehearing and remand of Order No. 797. FERC issued Order No. 797 on June 19, 2014, approving the Stage 1 Reliability Standard for Geomagnetic Disturbance Operations (EOP-010-1). The Foundation for Resilient Societies requested that FERC remand to NERC a list of 8 separate modifications to the standard. FERC rejected several of the Foundation’s arguments because they address the Stage 2 standards. Additionally, FERC rejected the Foundation’s arguments regarding (1) 200kV Threshold Applicability; (2) Exclusion of BAs and GOPs; (3) Two-Way Communications; (4) Requirements of EOP-010-1; and (5) Interference with Presidential and Secretary of Energy Authority.
