NERC has submitted an answer to a complaint filed by the Michigan Public Service Commission (MPSC) against NERC and Wisconsin Electric Power Company (WEPCO). The complaint, which was filed with FERC on September 19, 2014, seeks reversal of NERC’s certification of WEPCO’s proposed Michigan Upper Peninsula Balancing Authority. In its answer, NERC clarifies the scope of its review of WEPCO’s proposal and argues that reversal of its decision would be improper. NERC has sought leave to intervene in a related complaint filed against MISO and WEPCO.
