FERC Approves CAISO Settlement Related 2011 Southwest Blackout

On November 28, 2014, in Docket No. IN14-10, FERC approved a stipulation and consent agreement between FERC’s Office of Enforcement and NERC and the California Independent System Operator (CAISO). The settlement, which includes a $6 million civil penalty, various mitigation measures, and compliance monitoring, resolves FERC’s and NERC’s joint investigation into CAISO’s involvement in the September 2011 Southwest blackout. The CAISO settlement is the fifth settlement that FERC has approved related to the blackout.
