FERC Approves Settlement Related to 2011 Southwest Blackout

On November 24, 2014, in Docket No. IN14-9, FERC issued an order approving a stipulation and consent agreement between FERC’s Office of Enforcement, NERC, and the Western Area Power Administration, Desert Southwest Region (Western-DSW).  The settlement resolves the agencies’ joint investigation into the September 2011 blackout that affected 5 million people in the Southwest.  FERC and NERC staff determined that Western-DSW violated four Requirements and three Reliability Standards related to Transmission Operations and Voltage and Reactive Control.  In the settlement, Western-DSW agreed to implement various compliance measures.
