FERC Conditionally Approves Physical Security Reliability Standard CIP-014-1.

On November 20, 2014, in Docket No. RM14-15, FERC issued a final rule conditionally approving NERC’s Physical Security Reliability Standard, CIP-014-1.  NERC submitted the proposed standard on May 23, 2014, and FERC published a NOPR on July 17, 2014.  The Commission’s final rule directs NERC to clarify the ambiguity in the term “widespread instability” and also directs NERC to make an informational filing within two years to address whether the standard should encompass all “high impact control centers” as defined in CIP-002-5.1.  The final rule does not adopt some proposals from the proposed rule, including the proposal that would have allowed FERC to add or subtract facilities from the list of critical facilities.
