NRC Issues Mitigation of Beyond-Design-Basis Events NOPR

The NRC has issued a notice of proposed rulemaking to establish requirements applicable to power reactor applicants and licensees regarding the mitigation of beyond-design-basis events. The proposed rule, which is intended to implement lessons learned from the Fukushima Dai-ichi event, addresses Near Term Task Force Recommendations and petitions for rulemaking submitted following the Fukushima event. The major provisions of the NOPR include (1) applying certain Commission Orders issued after Fukushima to all power reactor licensees; (2) establishing requirements for licensees’ integrated response capability to beyond-design-basis events, including supporting requirements for command and control, training, and change control; and (3) requiring enhanced onsite emergency response capabilities, including the ability to assess the release of radioactive material following multi-unit events, enhanced onsite and offsite communications, and additional staffing analysis requirements to address multi-unit events.  Comments on the NOPR are due by February 11, 2016.
