NRC Solicits Comments Regarding Potential Changes to Decommissioning Regulations

The NRC issued an advanced notice of proposed rulemaking (ANPR) soliciting comments for the development of a draft regulatory basis that would support potential changes to the NRC’s regulations for decommissioning nuclear power reactors. The NRC wishes to reduce the number of license amendments and exemption requests from licensees undergoing decommissioning by implementing regulations that more directly relate to the decommissioning process. Specifically, the NRC is seeking input regarding changes to regulations regarding emergency preparedness, physical protection, personnel requirements, fitness for duty requirements, regulatory approaches to decommissioning, backfitting, decommissioning funding, and liability protection insurance, among other, more general issues facing the decommissioning nuclear reactors. Comments in response to the ANPR are due by January 4, 2016.
