NRC Receives Petition for Rulemaking on License Holders in an Extended Outage

The NRC has received a petition requesting that the Commission promulgate regulations applicable to license holders in an extended outage. Petitioners note that current regulations only address operating reactors and reactors undergoing decommissioning. Petitioners request the Commission issue a final rule that defines a reactor extended shutdown condition, establishes the requirements applicable during a reactor extended shutdown, and establishes the requirements that must be satisfied for a reactor to restart from an extended shutdown. Petitioners also request that the Commission issue a final rule explicitly disallowing licensees from retracting a written certification of permanent cessation in order to place the reactor in an extended shutdown en route to resumption of operations. The Commission is seeking public comment on the petition. Comments must be submitted by February 22, 2017.
