NRC Issues Draft Regulatory Analysis on Decommissioning Reactors

The NRC is requesting comment on a preliminary draft regulatory analysis to support a rulemaking that would amend NRC regulations for the decommissioning of nuclear power reactors. On March 15, 2017, the Commission published a draft regulatory basis concluding that it had sufficient justification to proceed with rulemaking in the areas of emergency preparedness, physical security, decommissioning trust fund, offsite and onsite financial protection requirements and indemnity agreements, and application of the backfit rule. To supplement the draft regulatory basis, the Commission has prepared this preliminary draft regulatory analysis, in which the costs, benefits, and other impacts of each rulemaking alternative are presented to determine the economic impact to industry and government from the proposed rulemaking. Comments must be submitted by June 13, 2017.
