NRC Issues Revision to Guidance on Quality Assurance Program Criteria

The NRC has issued Revision 5 to Regulatory Guide (RG) 1.28, “Quality Assurance Program Criteria (Design and Construction).” In particular, the revision describes methods that are acceptable for establishing and implementing a quality assurance (QA) program for the design and construction of nuclear and fuel reprocessing plants. Revision 5 updates RG 1.28 to endorse certain aspects of the American Society of Mechanical Engineers standard NQA-1 titled “Quality Assurance Requirements for Nuclear Facility Applications.” The standards endorsed are the NQA-1b-2011 Addenda to ASME NQA-1-2008, NQA-1-2008 and the NQA-1a-2009 Addenda. Revision 5 also establishes certain exceptions and clarifications to the endorsed standards. These exceptions and clarifications are related to auditing, laboratory calibration and testing services, and management of QA records.
