NRC Receives Petition for Rulemaking Related to Immediate Notification Requirements

The Commission has received a petition for rulemaking from the Nuclear Energy Institute (NEI), requesting that the Commission amend NRC regulations regarding immediate notification requirements for operating plants. In particular, the petition requests that the NRC revise 10 CFR Part 50 to remove the current requirement for licensees to immediately report non-emergency events that occur at operating reactors. NEI believes the regulations should be revised because there are already procedures and requirements ensuring that NRC resident inspectors are notified of non-emergency events. The petitioner states the “duplicative notifications” under Part 50 serve no safety function and are not necessary. In lieu of the currently required notifications, NEI suggests that the Commission establish guidance on communication protocols utilized by resident inspectors. Comments on this petitioner are due by February 4, 2019.
