FERC Issues NOI Related to CIP Reliability Standards Regarding Cybersecurity

On July 21, 2016, in Docket No. RM16-18, FERC issued a Notice of Inquiry (“NOI”) seeking comment on the need for, and possible effects of, modifications to the Critical Infrastructure Protection (“CIP”) Reliability Standards regarding cybersecurity of Control Centers used to monitor and control the Bulk Electric System in real time.  Specifically, the NOI requests comments on possible modifications to the CIP Reliability Standards to address (1) separation between the Internet and Bulk Electric System Cyber Systems in Control Centers performing transmission operator functions and (2) computer administration practices that prevent unauthorized programs from running, referred to as “application whitelisting,” for cyber systems in Control Centers.
