LYLE LARSON is a Partner in the firm and a member of the firm's Energy section and its Litigation section. Resident in the firm's Birmingham office, he maintains a national public utility practice focused principally on electricity, emissions markets, and competition regulation. Lyle deals with litigation, contractual, regulatory, complaince and legislative matters of concern to public utility companies, their customers and competitors -- at both the federal and state levels. Lyle Larson has appeared before the Federal Energy Regulatory Commission, various state electric utility regulatory commissions, state and federal trial courts, state and federal appellate courts, and the United States Congress in various advocacy settings on behalf of clients and client interests and relating to energy issues and problems. In addition, Mr. Larson represents and advises clients with regard to merchant power transactions, emission allowance matters, merchant trading risk management, cost-based power sale contract administration, ancillary services arrangements, long-term power purchase and sale agreements (formation and restructuring), antitrust compliance, supply chain management, and market restructuring in the West and Southeast. Mr. Larson was born in Atlanta, Georgia, and was raised in Miami, Florida. Lyle has been rated "AV" by Martindale Hubbell and has been selected (by peer review) to be included in The Best Lawyers in America in the specialty of Energy Law. Mr. Larson also is Chairman of the ABA's Gas and Electricity Marketing Committee, Section of Environment, Energy and Resources.

Wholesale power producer – defense of Federal claims and investigation regarding alleged unfair discrimination and violations of codes of conduct.
Rural electric cooperative – defense of generation and transmission cooperatives against claims of unfair dealing and breach of contract under wholesale power supply tariffs. Vertically integrated public utilities – negotiation and development of long-term purchase power agreement, ancillary services package and administrative service arrangements with state and municipal water agencies. Wholesale power consumers – representation of major wholesale customers in Western power markets in connection with multi-billion dollar proceedings initiated by Federal authorities regarding Enron Corporation. Wholesale power consumers – defense of utility/consumer in adversary proceeding brought by major bankrupt power marketer regarding early termination of power contracts and associated claims and defenses. Vertically integrated public utilities – advise and represent several large regional utility companies with regard to dealings with and competition against Federal utilities. Wholesale power sellers – representation of major Western power sellers in connection with Federal refund proceedings regarding California power markets. Industrial users of natural gas transportation services – advise and represent large users of firm and non-firm transportation services on interstate pipelines regulated by Federal Energy Regulatory Commission. Merchant power organization – represents and defends power supply and trading organization in litigation regarding breach of bilateral power sales agreement.
