Leslie Garrett Allen's practice focuses on regulatory, licensing, compliance, and environmental issues for nuclear and hydroelectric utilities across the U.S. Before joining the firm’s Energy Section, Leslie practiced for over 10 years in the firm's Environmental & Natural Resources Section, and her experience includes all areas of environmental regulation and compliance.
My hydropower compliance practice involves matters before the Federal Energy Regulatory Commission (FERC) and its staff. My nuclear energy practice involves matters before the Nuclear Regulatory Commission (NRC). I have represented clients before the D.C. Circuit Court of Appeals, Eleventh Circuit Court of Appeals, and the Alabama Department of Environmental Management.
The matters I work on most for hydroelectric utilities include: compliance with State Water Quality Standards, the National Environmental Policy Act, and FERC regulations; policy and legislative review and counsel; and implementation of license terms. My nuclear energy practice is focused most on regulatory policy initiatives; NRC compliance issues, including Safety Conscious Work Environment issues, Employee Concerns and Fitness for Duty programs; and radioactive materials licenses.
I represent applicants for licensing and relicensing of hydroelectric power projects under Part I of the Federal Power Act, as well as licensees with respect to compliance with FERC regulations. I also represent applicants for licensing of nuclear power plants and holders of Early Site Permits and Combined Operating Licenses from the NRC.
I enjoy most working collaboratively with my clients to develop solutions and solve problems. My practice allows me to be integrally involved in many of my clients' day-to-day activities, and I enjoy the interaction and development of those relationships.
