NERC Submits Comments on BAL-001-2 NOPR

On January 26, 2015, in Docket No. RM14-10, NERC submitted comments on FERC’s NOPR to approve Reliability Standard BAL-001-2, Real Power Balancing Control Performance.  NERC submitted a petition seeking FERC approval of the proposed standard on April 2, 2014.  FERC’s NOPR, published on November 20, 2014, raised some concerns with the implementation of the standard and proposed that NERC submit an informational filing to address the reliability impacts from inadvertent interchange and unscheduled power flows.  In its comments, NERC responds to the Commission’s concerns and indicates that it does not support an informational filing.
