NERC Requests Revisions to its Working Capital and Operating Reserve Policy

On March 5, 2015, in Docket No. RM15-8, NERC submitted a request for Commission approval of revisions to its Working Capital and Operating Reserve Policy. The proposed revisions fall into four main categories: (1) elimination of components or categories of working capital and operating reserves that have proved to be unnecessary and addition new categories, (2) establishment of upper and lower limits for the budgeted Operating Contingency Reserve for each year, (3) revisions to the “Guidelines and Authorities Applicable to Expenditures of Working Capital and Operating Reserves,” and (4) revisions to the “Guidelines and Authorities Required to Reallocate Budgeted Expenditures on an Intra-Year Basis.”
