On October 30, 2015, in Docket No. RM10-6, NERC submitted a report titled “Order No. 754 Assessment of Protection System Single Points of Failure Based on Section 1600 Data Request.” This report provides an in depth analysis of the information collected through an August 12, 2015 request for data regarding locations on the Bulk Electric System at which a three-phase fault accompanied by a protection system failure could result in a potential reliability risk. The report concludes that although the risk from single points of failure is not endemic, further action is warranted to properly protect reliability.
