On November 25, 2015, in Docket Nos. EL14-103 and EL14-104, FERC denied motions for rehearing of the Commission’s February 19, 2015 order finding that once the Midcontinent Independent System Operator, Inc. (MISO) develops a revised cost allocation methodology, the creation of a new local balancing authority in the Michigan Upper Peninsula would not affect the allocation of System Support Resource (SSR) costs associated with Presque Isle SSR Units. The City of Mackinac Island, Tilden Mining Company L.C., and Empire Icon Mining Partnership requested rehearing and challenged the previous acceptance of the Replacement Presque Isle SSR Agreement as a measure to ensure reliability. FERC denied as untimely and rejected the rehearing requests.
