NERC Submits Comments on PRC-026-1 NOPR

On November 23, 2015, in Docket No. RM15-8, NERC submitted comments in response to FERC’s September 17, 2015 Notice of Proposed Rulemaking (NOPR) to approve Reliability Standard PRC-026-1, Relay Performance During Stable Power Swings. In the NOPR, FERC requested comments regarding the potential burdens of modifying the applicability of PRC-026-1 to include relays with a time delay of 15 cycles or greater in certain circumstances. NERC explains in its comment that there would be no additional burden to the Planning Coordinator under the proposed modification and some additional burden to the Generator Owner and Transmission Owner.
