International Air Emissions Impact States' Ability to Achieve Clean Air Act Visibility Goals

The article explains how EPA has failed to account for the impacts of international emissions in recent rulemakings and offers recommendations for how such emissions can be accounted for so as not to unfairly penalize states for international emissions that they cannot control. This article, co-authored with Balch colleague David Mitchell, draws from their recent experience representing clients in regional haze rulemakings and litigation.
