NERC Submits Clarifying Supplemental Information Regarding BAL-002-2

On February 12, 2016, in Docket No. RM16-7, NERC submitted a supplemental filing to clarify information contained in its January 29, 2016 petition seeking approval for Reliability Standard BAL-002-2, Balancing Authority Reliability-based Controls.  The petition stated that BAL-002-2 would operate in conjunction with TOP-007-0 to control system frequency by addressing transmission line loading (TLL) in the event of a transmission overload.  The supplemental filing makes clear that although FERC approved the retirement of TOP-007-0, several other Commission-approved Reliability Standards will continue to cover the issues TOP-007-0 governed related to TLL and support the implementation of BAL-002-2.
