NERC Submits Comments on Trade Associations’ Request for Delayed Implementation of CIP Version 5 Reliability Standards

On February 8, 2016, in docket No. RM15-14, NERC submitted comments on a motion for an extension of time and request for shortened comment period filed by several trade associations on February 4, 2016.  The trade associations requested that FERC grant an extension of time to defer implementation of the Critical Infrastructure Protection (CIP) Version 5 Reliability Standards from April 1, 2016 to July 1, 2016.  NERC concluded that the trade associations’ argument that it will be required to maintain two sets of processes and procedures to map compliance to two versions of the standards is unfounded.  NERC commented that it has previously stated that it would not enforce the “identify, assess, and correct” provisions during the short time that those standards will remain effective thereby eliminating any need to maintain two sets of processes and procedures.
