Moving Targets: Nuclear Power as a Component of EPA's Clean Power Plan

On August 3, 2015, President Obama and the Environmental Protection Agency introduced the Clean Power Plan, which mandates emissions reductions from electric generating plants at the state level. Although the initially proposed version of the Clean Power Plan failed to adequately account for the benefits gained from clean, nuclear power generation, this final rule addresses several deficiencies identified in the initial proposal and takes steps to properly value nuclear power generation as a means by which to comply with impending carbon emissions standards.
