NERC Submits Proposed Frequency Control Reliability Standards for FERC Approval

On April 20, 2016, NERC submitted proposed Reliability Standards BAL-005-1, Balancing Authority Control, and FAC-001-3, Facility Interconnection Requirements, for FERC approval.  The proposed Reliability Standards clarify, consolidate, streamline, and enhance the Reliability Standards addressing frequency control by, among other things, ensuring appropriate and consistent calculation of a key frequency control and reliability indicator – Reporting Area Control Error (“Reporting ACE”).  The proposed Reliability Standards would also retire duplicative Reliability Standards in the frequency control area and proposes several new and revised definitions to be incorporated in the Glossary of Terms Used in NERC Reliability Standards.
