NERC Requests Retirement of Reliability Standard BAL-004-0

On November 10, 2016, NERC filed a petition requesting that FERC approve the retirement of Reliability Standard BAL-004-0 (Time Error Correction) and its associated implementation plan.  NERC explained Reliability Standard BAL-004-0 has become redundant and ineffective for supporting reliability of the Bulk-Power System (“BPS”), with more recent Reliability Standards managing continued adherence to frequency approximating 60 Hertz over long-term averages.  NERC concluded that retirement will have little or no effect on reliability and will increase efficiency in the NERC compliance program.
