FERC Issues Letter Order Approving Interpretation to Reliability Standard BAL-002-WECC-2a

On January 24, 2017, in Docket No. RD17-3-000, FERC issued a letter order approving an interpretation of regional Reliability Standard BAL-002-WECC-2a. On November 9, 2016, NERC and the Western Electricity Coordinating Council (WECC) submitted a proposed interpretation of BAL-002-WECC-2a. The proposed interpretation provides clarification regarding the types of resources that may be used to satisfy Contingency Reserve requirements in regional Reliability Standard BAL-002-WECC-2a. The Commission’s letter order approved the proposed interpretation that non-traditional resources may qualify as “Operating Reserve – Spinning” provided those resources satisfy the technical and performance requirements in Requirement R2.
