FERC Issues Order Denying Rehearing of Order No. 830

On January 19, 2017, in Docket No. RM15-11-001, FERC issued an order denying four rehearing requests of Order No. 830, which approved Reliability Standard TPL-007-1. Reliability Standard TPL-007-1 requires applicable Bulk-Power System owners and operators to conduct, on a recurring five-year cycle, initial and ongoing vulnerability assessments regarding the potential impact of a benchmark GMD event on the Bulk-Power System and its components. FERC denied the rehearing requests noting that: (1) NERC may propose a revised implementation plan if longer schedule is warranted, (2) NERC provided an adequate technical basis to approve Reliability Standard TPL-007-1, (3) there is no requirement to collect and publicly disclose GIC monitoring and magnetometer data, and (4) electromagnetic pulses (EMPs) are not within the scope of GMD rulemaking proceedings.
