FERC Issues Notice Requesting Comments on Frequency Response NOPR

On August 18, 2017, in Docket No. RM16-6-000, NERC issued a notice of request for supplemental comments on a Notice of Proposed Rulemaking (NOPR) involving frequency response capability. On November 17, 2016, FERC issued a NOPR that, among other things, proposed to require all newly interconnecting large and small generating facilities to install and enable primary frequency response capability as a condition of interconnection. This notice seeks supplemental comments related to whether and when electric storage resources should be required to provide primary frequency response, and the costs associated with primary frequency response capabilities for small generating facilities. Comments are due 21 days after publication of the notice in the Federal Register.
