NERC Submits Comments on FERC Grid Reslience Proceeding

On May 9, 2018, in Docket No. AD18-7-000, NERC submitted comments in relation to a FERC proceeding involving grid resilience. On January 8, 2018, FERC initiated a new proceeding to evaluate the resiliency of the bulk-power system (BPS) in RTO and ISO regions. Specifically, the Commission seeks to: (1) develop a common understanding of the term resilience; (2) understand how RTOs assess resilience; and (3) evaluate whether additional Commission action is appropriate. NERC’s comments (1) summarize the manner in which resilience is a component of reliability, (2) highlight NERC Reliability Standards and other activities that support resilience, and (3) underscore the importance of reexamining resilience in light of the changing generation resource mix and evolving cyber and physical threats.
