NERC Submits Comments on NOPR to Approve Reliability Standard TPL-007-2

On July 23, 2018, in Docket No. RM18-8-000, NERC submitted comments on the Notice of Proposed Rulemaking (NOPR) regarding proposed  Reliability Standard TPL-007-2 (Transmission System Planned Performance for Geomagnetic Disturbance Events) issued by FERC on May 17, 2018. Proposed Reliability Standard TPL-007-2 modifies currently-effective Reliability Standard TPL-007-1 by requiring applicable entities to: conduct supplemental geomagnetic disturbance event (GMD) vulnerability assessments and thermal impact assessments; obtain geomagnetically induced current and magnetometer data; and meet certain deadlines for the development and completion of tasks in corrective action plans. NERC’s comments support the Commission’s proposal to approve Reliability Standard TPL-007-2; however, NERC does not support FERC’s proposal directing NERC to modify the standard to require entities to develop Corrective Action Plans to address vulnerabilities identified through supplemental GMD Vulnerability Assessments.
