NERC Submits Proposed Reliability Standard BAL-002-3

On August 17, 2018, in Docket No. RD18-7-000, NERC submitted a petition for the approval of proposed Reliability Standard BAL-002-3 (Disturbance Control Performance – Contingency Reserve for Recovery from a Balancing Contingency Event), the associated Implementation Plan. NERC also proposed retirement of BAL-002-2. Proposed Reliability Standard BAL-002-3 is designed to ensure that the Balancing Authority (BA) or Reserve Sharing Group (RSG) balances resources and demand and returns its Area Control Error (ACE) to defined values following a Reportable Balancing Contingency Event. To support this goal, Requirement R1 mandates certain actions upon a Reportable Balancing Contingency Event.
