NERC and WECC Amend Joint Petition for Retirement of Regional Reliability Standard PRC-004-WECC-2

On February 11, 2019, in Docket No. RD18-3-000, NERC and WEC jointly submitted an amendment to the joint petition for the approval of the retirement of Regional Reliability Standard PRC-004-WECC-2. As described in the March 9, 2018 petition, the purpose of Regional Reliability Standard PRC-004-WECC-2 is to ensure that all transmission and generation Protection System4 and Remedial Action Scheme misoperations on applicable transmission paths and Remedial Action Schemes are analyzed and/or mitigated. Since the initial development of this regional standard, other continent-wide Reliability Standards have been developed that have made the requirements of this regional Reliability Standard redundant and no longer necessary for reliability in the Western Interconnection. NERC and WECC are proposing that FERC approve the retirement of the standard effective January 1, 2021 instead of immediately upon regulatory approval as proposed in the March 9, 2018 petition. This revised retirement date will coordinate the retirement of the Regional Reliability Standard with the effective date of continent-wide Reliability Standard PRC-012-2 (Remedial Action Schemes).
