NERC, FRCC and SERC Submit Joint Petition for Dissolution of FRCC RE

On February 27, 2019, in Docket No. RR19-4-000, NERC, Florida Reliability Coordinating Council, Inc. (FRCC), and SERC Reliability Corporation submitted a joint petition for approvals in connection with the dissolution of the Florida Reliability Coordinating Council, Inc. Regional Entity. In particular, the petition requests: (1) termination of the Amended and Restated Delegation Agreement (RDA) between NERC and FRCC, (2) the transfer of all registered entities in the FRCC RE footprint to SERC by July 1, 2019, (3) amendments to the RDA between NERC and SERC to show the changed geographic footprint, (4) amendments to the SERC Bylaws, (5) a Special Assessment for FRCC RE to assist with wind down costs, (6) the allocation of FRCC RE penalty monies towards wind down costs of FRCC RE, (7) the allocation of SERC penalty monies towards costs associated with SERC’s assumed Delegated Authority over the transferring registered entities from the FRCC RE footprint, and (8) the use of FERC-approved 2019 assessment monies to fund costs associated with the wind down of FRCC RE operations and SERC’s Delegated Authority over the transferring registered entities from the FRCC RE footprint. These requests were approved by the NERC Board of Trustees on February 7, 2019.
