NERC Submits Proposed Reliability Standard BAL-002-WECC-3

On September 6, 2019, in Docket No. RM19-20-000, NERC and WECC submitted a joint petition for the approval of proposed Regional Reliability Standard BAL-002-WECC-3. Currently effective Regional Reliability Standard BAL-002-WECC-2a specifies the quantity and types of Contingency Reserve required to ensure reliability under normal and abnormal conditions. The standard consists of four requirements. Requirement R2 provides that at least half of the minimum amount of Contingency Reserve shall be Operating Reserve. Proposed Reliability Standard BAL-002-WECC-3 reflects the retirement of Requirement 2 because it is now redundant to a continent-wide requirement in BAL-003-1.1.
