NERC and WECC Submit Response to Data Request Regarding BAL-002-WECC-3

On May 18, 2020, in Docket No. RM19-20-000, NERC and WECC submitted a response to FERC’s data request regarding proposed regional Reliability Standard BAL-002-WECC-3 (Contingency Reserve). Currently effective Regional Reliability Standard BAL-002-WECC-2a specifies the quantity and types of Contingency Reserve required to ensure reliability under normal and abnormal conditions. The standard consists of four requirements. Requirement R2 provides that at least half of the minimum amount of Contingency Reserve shall be Operating Reserve. Proposed Reliability Standard BAL-002-WECC-3 reflects the retirement of Requirement 2 because it is now redundant to a continent-wide requirement in BAL-003-1.1. On February 18, 2020, FERC issued a data request seeking additional information on Disturbance Control Standard (DCS) events and NERC frequency response metric (M-4). This filing provides two attachments responding to FERC’s data request.
